Delta -- Raichu.TR

Delta is one of the few Pokemon that Hiroko has that isn’t stolen or rescued, she was a stray Pikachu in the Kanto Power Plant, Hiroko, inspired by the show of strength she’d seen from a young trainer’s Pikachu, she’d caught Delta. Though the Richu always behaves well around Hiroko and her friends, there are rumors that the Richu is demented, or a “bloody rabid rat!” but no one has been able to persuade Hiroko to let it be put down.
